Mitigation is the work that decides how large the eventual repair will be. Done properly in the first two days it is the cheapest intervention available on the entire project.
Primary damage is what the water did on arrival, and no contractor can change it. Secondary damage is everything that happens afterward because the water was allowed to remain, and that portion is almost entirely within your control. Swelling and delamination of engineered materials, staining that migrates from wood furniture into carpet, corrosion at metal fasteners, adhesive failure under vinyl and tile, and microbial amplification in porous assemblies are all secondary. On a typical residential loss caught late, secondary damage accounts for the larger share of the final bill.
The practical consequence is that mitigation should be judged on scope avoided rather than on speed alone. A crew that arrives quickly but only addresses visible water has not mitigated much. A crew that maps the actual spread, contains it, and pulls moisture out of the assemblies it reached has changed the size of the rebuild.
Bundling mitigation and reconstruction into a single figure hides the point at which a property owner is entitled to stop and reassess. Those are genuinely different phases with different objectives, different crews and different timelines. Pricing them separately lets you see what stabilization cost, understand what the building actually needed, and then make finish decisions with full information rather than under pressure.
It also creates a useful incentive. When mitigation is a separate line, a contractor who over demolishes is visibly enlarging the phase they are about to bid on, which is exactly the behavior that separate pricing discourages. Sheeting and pressure control are usually discussed in the context of mold work, but on a clean water loss they do something equally valuable. Confining the drying chamber to the affected zone concentrates dehumidification capacity where it is needed, shortens the drying timeline, keeps the rest of the building usable, and prevents humidity from the wet area migrating into rooms that were never affected.
That last point catches people out. Nobody involved can demonstrate that it did, which means the property owner has paid for equipment rental rather than for mitigation. Ask what will be measured and how often. The answer separates the two immediately.
